In Charles Tilly’s oft-cited formulation, “War made the state, and the state made war.” In other words, the relationship between insecurity and state capacity is a direct one. As was the case in Europe, the need to fight wars caused states to develop economically and build strong state capacity, which led to the modern state. Yet, as T.V. Paul observes in The Warrior State, Pakistan, a state that has organized itself principally as a national security state, has failed to develop economically and failed to build a strong state capacity. To explain this paradox, Paul develops an innovative argument that states can suffer from a geostrategic curse, which is akin to what has been termed ‘a resource curse.’ Essentially, a resource curse occurs when states that have access to an abundance of resource wealth (e.g., Saudi oil) use that wealth to forestall calls for political reform and economic development by buying off domestic groups. Paul argues that Pakistan has faced an analogous geostrategic curse: because of its strategic importance (during the Cold War, during the War on Terror, and its proximity to the Sino-Indian border), Pakistan has received considerable military aid, which it has been able to use to forestall political and economic change. Consequently, while other national security states have developed strong state capacity in order to wage war, Pakistan has relied on the largesse of others, while resisting calls to modernize.
Many scholars and policymakers concerned with the proliferation of nuclear weapons assume that the passage of time has made it much easier for states and terrorist groups to achieve their nuclear ambitions. For example, in their book The Nuclear Express, Thomas Reed and Danny Stillman reflect this common assumption: “Any well-industrialized society with the intellectual firepower, economic resources, and government determination can join the nuclear club less than three years from go.”
How can we understand the important phenomenon of modern-day warlords, often associated with state failure and transborder criminality even as state leaders frequently rely upon them as a source of order or peace in the most difficult of conditions? Kimberly Marten’s Warlords: Strong-Arm Brokers in Weak States blazes a new trail in answering this question, adopting an explicitly inductive approach to theory-building through the study of four important cases of warlordism: Pakistan’s Federally Administered Tribal Areas (FATA), Georgia’s strongmen in Ajara and the Kodori Gorge, the Sons of Iraq, and Russian President Vladimir Putin’s creation in Chechnya, Ramzan Kadyrov.
Leadership targeting has become the cornerstone of American counterterrorism policy. Since 2004, the number of strikes carried out by unmanned aerial vehicles has increased dramatically. In 2010 alone the United States carried out 118 drones strikes, 70 in 2011, and 24 in the first six months of 2012. In the past two months, the U.S. has intensified its use of drone strikes against militant targets in both Yemen and Pakistan. In May of this year, drones strikes killed 11 suspected al Qaeda militants in Yemen. Over the course of three days in June, 27 suspected militants were killed in drone strikes in North Waziristan, Pakistan. Al Qaeda’s deputy leader Abu Yahya al-Libi, reportedly was killed in one of those attacks. I mention these examples to highlight the continued relevance of the debate over the effectiveness of targeting terrorist leaders. Patrick Johnston and Bryan Price have contributed to the debate through two rigorous and insightful pieces on the effectiveness of killing and capturing terrorist and insurgent leaders. These two pieces examine, in different ways, the effectiveness of leadership decapitation on the lifespan and organizational activity of terrorist groups and insurgent organizations. Price looks at whether decapitation affects terrorist groups’ duration. He finds that decapitation increases the mortality rate of terrorist organizations. Johnston focuses on the outcomes and dynamics of counterinsurgency campaigns and shows that decapitating insurgent organizations increases the chance of war termination and government victory and lessens the intensity and frequency of insurgent violence. There are significant differences between the two studies in terms of data, analysis, and theory, yet both authors conclude that decapitation can be an effective tool in counterterrorism and counterinsurgency policies. In the remainder of this review, I will summarize their respective arguments and then discuss some of the strengths and weaknesses of each article.
Robert Pape and James Feldman in Cutting the Fuse: The Explosion of Global Suicide Terrorism and How to Stop It build on Pape’s earlier work, Dying to Win: The Strategic Logic of Suicide Terrorism. This volume is designed to further develop the earlier argument in Dying to Win that the occurrence of suicide terrorism is overwhelmingly explained by a foreign occupation in a particular region, and that ultimately the removal of foreign troops, when possible, will limit the number of suicide terrorist attacks. The book consists of two analytic chapters laying out the basic theories and arguments, eight chapters with valuable case studies (Sri Lanka, Iraq, Afghanistan, Pakistan, Al Qaeda, Lebanon, Israel/Palestine, Chechnya), and a concluding chapter. In the analytical chapters the authors reaffirm what we already know—that suicide terrorism is not uniquely related to religious groups. Those who continue to believe this popular misconception need to be disabused. They also note that suicide attacks are directed against democracies rather than non-democratic states. The eight country studies provide important information for scholars and students and are quite valuable. These chapters are also used to promote the basic idea that suicide terrorism is linked to foreign occupations broadly defined.
