The Italian political elections of March 2018 seem to have marked a profound discontinuity in the country’s political history. The clear winners—namely the Five Stars Movement and the League—were two (relatively) new political forces which had very little in common with each other, except their outspoken intention to steer the path of Italian politics in a new, and for many analysts, unpredictable direction. Nor was it particularly clear whether they be actually able to mend the significant differences in their political platforms and form a parliamentary coalition to support a joint government—which they eventually did, after a protracted stalemate and endless negotiations that repeatedly seemed on the verge of failure. Defining their identity and their political goals remains, to this day, a rather elusive goal. Both parties pride themselves in their having escaped traditional politics and in their capacity to respond directly to their electorate outside of more conventional political channels. The Five Star Movement identifies their electorate in “the people of the web” and make ample use of internet to align to any swings in its mood, while the League, which in its previous incarnation openly advocated the secession of the Northern part of the country, has now morphed into a somewhat rightwing/nationalist force under the shrewd leadership of Matteo Salvini. Both parties are usually referred to as “populist,” and analysts group them together with the analogous political parties which are spreading across most of the Western world. But is this analysis correct? Are these forces just the Italian version of a broader worldwide trend, or are they uniquely Italian? And how new are the ideas they represent in the history of Italian politics? What does their emergence tell us about the peculiarity (or lack thereof) of Italy as a Western democracy?
An eleven year old George Kennan began keeping a diary on January 1, 1916. At the very start of the diary he wrote “In this simple, little book, A record of the day I cast; So I afterwards may look back upon my happy past” (684). Due to Kennan’s remarkably lengthy and prolific career as a policymaker, diplomat, and scholar, as well as the undeniable impact he has had on the direction of American foreign policy during the Cold War, historians have long been attracted to studying his thoughts and actions. No one could ever plausibly claim that Kennan has been ‘understudied’ and his two volumes of memoirs also offered many personal insights into his inner thoughts. However, with the publication of Frank Costigliola’s edited collection of Kennan’s diaries from the period between 1916 and 2004, there is little doubt that scholars will continue to be fascinated by the complexities of Kennan’s life and career. It is a life that was certainly not simple and, despite all of his accomplishments and honors, the diaries make it abundantly clear that happiness was never Kennan’s dominant mood.
This year marks the bicentennial anniversary of the Congress of Vienna. From September of 1814 to June of 1815, over 200 representatives met in the Austrian capital to rebuild the foundations of European diplomacy, which lay in shambles after over twenty years of war. It was the great powers, the “Pentarchy” of Austria, Britain, France, Prussia, and Russia, who dictated the territorial and political agreements that formed the core of a European grand settlement. And more importantly, at Vienna these powers laid the groundwork for what Mark Jarrett calls “an audacious experiment in international cooperation” (205): a congress system, in which powers would engage in “habitual confidential and free intercourse between the Ministers of the Great Powers as a body” in hope that “many pretensions might be modified, asperities removed, and causes of irritation anticipated and met” (205).
Will the international community be able to build consolidated democratic regimes in Afghanistan or Iraq in the context of decade-long military interventions in those nations? In “Forced to be Free?” Alexander Downes and Jonathan Monten argue persuasively that if foreign nations intervene in a state simply to impose a new leader on that state, democracy is unlikely to flourish regardless of whether the intervening state is democratic or autocratic. Active efforts to impose democracy by force are unlikely to succeed unless they take place in the context of domestic conditions that facilitate democratization. Many scholars have made similar arguments in the past, but this effort stands out because it presents a novel data set of cases of foreign-imposed regime change that goes back to 1816. It also is one of the first studies of this issue that takes into account the problem of selection effects and which can offer an informed answer to the question of whether democracy promotion by force fails because of the intent and/or actions of the intervener or because interveners choose tough cases in which to try to build democratic regimes. While the article represents an excellent contribution to this important debate, a broader conception of foreign-imposed regime change might lead to somewhat different interpretations than those presented in this work.
Mark Mazower’s Governing the World surveys the evolution of internationalism over the last two centuries. Mazower’s history provides a rich description of how the concept of internationalism has been contested, altered, and manipulated since the early nineteenth century. After reviewing some of the key points in Mazower’s historical narrative, my review makes two points. First, Governing the World could have benefited from a deeper engagement with theories in the field of international relations that seek to explain the rise and fall of institutionalized international cooperation. Second, Mazower’s arguments about the ways in which contemporary internationalism is eroding state sovereignty are underdeveloped, and, ultimately, unpersuasive.
Comparative studies of ancient and modern policy, strategy, diplomacy, and imperialism seem to be all the rage at the moment, with most of the impetus coming from scholars of ancient societies rather than from those concerned with the modern world. The recent edited volume under review by well-known Classicist and conservative political commentator Victor Davis Hanson pays homage to two pathbreaking studies with similar titles, and has a clear and unapologetic presentist editorial agenda: “to consider the relevance of [ancient] strategy to later warfare, and especially to the conflicts of our times” (4).
The special issue of Intelligence and National Security, Volume 26, April-June 2011 continues the process of bringing intelligence in from the cold. It is to be hoped that the reviews here contribute to the parallel process of familiarizing diplomatic historians with what is known about intelligence and bringing in two fields closer together. We are still a long way from understanding the degree to which intelligence influenced or reflected international politics during the Cold War, but the reviewers agree that this special issue on “The CIA and U.S. Foreign Policy Since 1947” is a significant contribution.
Joseph Maiolo’s basic argument in Cry Havoc is summed up in the book’s subtitle: How the Arms Race Drove the World to War, 1931-1941. Maiolo does not accept the traditional view that the democracies in the years before World War II made a terrible mistake “by failing to arm fast enough to stop Axis aggression”(2). As he sees it, it was the arms race itself, and not the failure of the western powers to participate in it actively enough, that lay at the heart of the problem. The arms race, he argues, was “an independent, self-perpetuating and often overriding impersonal force,” a “vast maelstrom, a tremendous torrent,” a “vicious system” that no one could escape—and which sped, in 1938-39, “toward its inevitable climax”(2-3, 402, 271, 207).
How does peace between states become an established social fact or part of the unquestioned order of things? This question drives Vincent Pouliot’s International Security in Practice, an innovative and provocative contribution to the theoretical literature on international security, with an empirical focus on post-Cold War Russian-Atlantic security relations. While the challenge of theorizing the causes and conditions of war and peace between states is ‘ancient’ in the discipline of International Relations (IR), the challenge of enacting transatlantic peace became a novel and urgent practical concern in world politics following the collapse of the Soviet Union and the end of the U.S.-USSR superpower rivalry, a set of events which opened up a rare opportunity for the pacification of relations between former enemies. Although there were initial promising signs in the early 1990s of great transformations in security relations between Russia and the West, transatlantic peace has materialized only as a fragile and somewhat fleeting achievement. Why was the hope of a robust and enduring post-Cold War transatlantic peace stillborn (p. 191)?
